PHASE I – Initial EMS Review/GAP Analysis

PHASE II – Top Management Briefing and Strategy Workshop

1 hour Top Management Executive Briefing (CO, XO, and others) to get senior level buy in and to kickoff the EMS Implementation
Senior Management Pre-EMS Implementation Strategy Workshop

Strategy Workshop outcomes will include:

Organization-Specific EMS Implementation Plan
Draft Environmental Policy for Commanding Officer’s signature
Implementation Team Members Selection and Formal Appointment

PHASE III – EMS Implementation

Task 1 - EMS Planning

Implementation Team Training Workshop Number 1

Workshop Topics:
Legal and Other Requirements
Aspects Assessment
Objectives and Targets
Environmental Management Programs

EnviroManager Software Training (EMS Planning Elements)

[1 - 2 Months break for the EMS Implementation Team to carry out EMS Planning Assignments. Weekly conference calls with Tetra Tech’s EMS consulting team will be planned to review implementation progress and to provide coaching on how to resolve ongoing implementation challenges.]

Task 2 – EMS Implementation and Operation

Review EMS Planning assignments (from Task 1 above)
Implementation Team Training Workshop Number 2

Structure and Responsibility
Training, Awareness and Competence
Document Management
Document Control
Communication
Operational Controls
Emergency Preparedness and Response

EnviroManager Software Training (EMS Implementation and Operation Elements)
General Awareness Training

Task 3 – EMS Evaluation and Review

Review EMS Implementation and Operation assignments (from Task 2 above)
Implementation Team Training Workshop Number 3

Records Management
Non-Conformance, Corrective and Preventive Action
EMS Review/Audit Training
Management Review

EnviroManager Software Training (EMS Evaluation and Review Elements)
Job-Specific EMS Training

[1 - 2 Months break for the EMS Implementation Team to carry out EMS Evaluation and Review Assignments. Weekly conference calls with Tetra Tech’s EMS consulting team will be planned to review implementation progress and to provide coaching on how to resolve ongoing implementation challenges.]

Task 4 – Audit Preparation

Review EMS Evaluation assignments (from Task 3 above)
Train Internal Auditors

Task 5 – EMS Internal Audit

Conduct EMS Internal Audit and Deliver Audit Report

[1 Month break]

Task 6 – EMS Management Review, Corrective Action and Sustainability

Senior Management EMS Review Meeting
Corrective Action Meeting (to resolve all action items from the Audit and Management Review Meeting).
EMS Sustainability Meeting


At the end of the first EMS Cycle – your organization will have met Department of Defense EMS Implementation Metrics which require:

Policy Statement in place
Completed Self Assessment (Initial Review/Gap Analysis)
Written Implementation Plan
Prioritized list of Aspects
General Awareness Training
Completed Management Review

Also at the end of your first EMS Cycle, by completing the scope above, organizations would have met and exceeded requirements of Executive Order 13148.
